Chapter 17 teaches heat under the General Duty Clause because there is no federal heat standard. Confirmed current as of this date: OSHA's heat rulemaking is still in post-hearing review, with the comment period closed October 30, 2025.
That is the entire product thesis. Safety training is bought as liability assurance, and a wrong citation on a safety slide is not a typo — it is the one defect that destroys the whole value of the thing. So the citations are the feature, and they are printed where you can audit them.
